Abstract

This research aims to present a proposed concept for utilizing fiqh rules in developing speaking skills for non-Arab speakers, based on the importance of applying these rules to support Arabic language learning, especially in speaking skills. The researcher employed a descriptive-analytical method by collecting the rules found in the book Al-Qawāʿid al-Fiqhiyyah fī Kanz al-Rāghibīn by Al-Maḥallī, then analyzing, explaining, and elaborating on the related rulings, while providing examples of each rule's application and designing suitable exercises to develop speaking skills. This research found that the number of rules analyzed reached 15, which have vocabulary and meanings supported by evidence from the Qur'an and Sunnah. The study also shows that there are various ways to utilize these rules in developing speaking skills for non-Arab speakers, through their application in dialogue, speech texts, and sermons.
